2023 Blue Book Writing is Underway! Review Process is Open to Everybody

Each year the Legislative Council Staff prepares a voter information booklet (known as the ‘blue book’) that includes analysis of measures that will appear on the statewide ballot. Drafts of each analysis are shared with people who are interested in commenting on them. There will be two measures on this year’s November 7, 2023 ballot: 1.) Proposition HH Retain State Revenue and Reduce Property Taxes and 2.) Proposition II Keep Nicotine Tax Revenue in Excess of Blue Book Estimate. If you are interested in participating in the review and comment stages of the blue book development for either of these measures, click here.
