Legislative Priorities

Each session, in addition to the work CCI performs to ensure that bills do not result in unfunded mandates for counties and are properly resourced for successful implementation, CCI proactively initiates member-approved legislation that addresses inefficiencies, launches new programs and tools counties can use to address the needs of their communities, and revises existing law to better reflect on-the-ground implementation realities. CCI members approve, on average, six to eight issues each year (more than any other association).
“…initiated legislation should be realistic and closely related to the conduct of our members’ responsibilities if we are to retain a high level of credibility. Local elected officials’ groups, county and otherwise, as well as other interest groups, should be encouraged to find sponsors for and initiate their own proposals, allowing our members and CCI to take a supportive role when the bill is introduced” – CCI Policy Statement

Results of Legislative Committee & Membership Meeting

After much deliberation and discussion, CCI’s Legislative Committee approved two letters, the latest version of our Policy Statement, and our 2025 Legislative Priorities. These were then ratified by the Membership Meeting immediately afterwards. Please see the final copies below.

Legislative Committee Meeting | Friday, October 4, 2024, 9:00 AM - 4:00 PM | Hybrid

CCI membership will fully consider and vote on the 2025 legislative agenda and adopt the 2025 Policy Statement. We will consider the collective political capital and staff resources for the 2025 legislative agenda and Non-Legislative Priority items. A 65% vote is required for adoption (one county = one vote).

Steering Committee Meeting | Friday, September 20, 2024, 9:00am - 4:00pm | Virtual

The CCI Legislative Committee will meet on Friday, October 4 at 9 a.m. to adopt the proposals that will become CCI legislative priorities in the upcoming session.  This meeting is immediately followed by a membership meeting in which the full membership affirms the work of the Legislative Committee.

For this Legislative Committee meeting, the CCI Bylaws require that each county appoint one commissioner representative to serve and cast that county’s vote; counties are also able to appoint an alternate.  Unlike Steering Committee proxies, the voting member for the Legislative Committee, must be a county commissioner and cannot be an employee of the county.

Submissions are now closed.

Only discussion will occur, no votes will be taken. However, proponents will have an opportunity to conduct a straw poll to gauge the interest of their colleagues.

This meeting has concluded.
